Responsibilities

PeopleTec is currently seeking a Product Owner to support our Huntsville, AL location.

We specialize in Digital Transformation, Cloud Services, DevSecOps, Cybersecurity, Artificial Intelligence (AI), Business Intelligence (BI), Data Science, and Machine Learning (ML) related initiatives, both in the federal and commercial space. We are currently seeking a mid/senior-level Product Owner to support our Huntsville location.


Our team is seeking an exceptionally motivated self-starting Product Owner with experience in digital engineering. The Product Owner will be responsible for serving as the connector between long term strategies and the implementation/development of multiple smaller products that will ensure that the DoD test & evaluation (T&E) community has the right set of capabilities for the future. The Product Owner will play a crucial role in ensuring that the capabilities developed enhance the efficiency and effectiveness of the defense testing and evaluation processes.


Duties Include:

  • Requirements Analysis – Work closely with stakeholders to gather, prioritize, and analyze requirements for new DoD T&E capabilities. Ensure the new capabilities align with specific needs and goals of the DoD T&E community.
  • Project Planning – Develop comprehensive project plans outlining the scope, schedule, risks, and budget for capability development projects.
  • Team Leadership – Assemble and lead a multidisciplinary team. Foster a collaborative and efficient work environment to ensure successful capability development.
  • Technical Oversight – Provide technical oversight and guidance throughout the development lifecycle.
  • Budget Management – Manage the budget allocated for project development, ensuring cost-effective use of resources. Track expenses, identify variances and take corrective actions.
  • Communication – Communicate regularly with stakeholders, including government customers, contractors, and end-users. Provide updates on program progress, challenges, and milestones.
  • Compliance and Documentation – Ensure capability development complies with relevant regulations, standards, and policies. Create and maintain thorough program documentation.
  • Integration with Existing Systems – Collaborate with other DoD T&E components to ensure seamless integration of new capabilities with existing systems and infrastructure.
  • Quality Assurance – Implement and oversee quality assurance processes to ensure the reliability and accuracy of newly developed capabilities.

Qualifications

 

Required Skills/Experience:

  • Advanced Level Systems Engineering experience (8+ years)
  • Experience developing Model Based Systems Engineering (MBSE) capabilities and Digital Environments
  • Hands-on experience with digital engineering tools, environments, and/or languages (e.g. MagicDraw, CEA, Cameo Teamwork Cloud, SysML, UPDM 2).
  • Bachelor's degree in a relevant field (e.g., Computer Science, Engineering, etc.)
  • Ability to work independently and meet deadlines with minimal oversight.
  • Capable of making sound decisions and problem-solving independently.
  • Excellent communication skills to effectively convey the product vision, goals, and requirements to the development team, stakeholders, and other relevant parties.
  • Ability to lead and motivate a cross-functional team.
  • Long-term vision and strategic thinking to align the product with overall business goals.
  • Travel: 25%
  • Must be a U.S. Citizen
  • An active DoD Secret clearance is required to perform this work. Candidates are required to have an active Secret clearance upon hire, and the ability to maintain this level of clearance during their employment.

 

Education Requirements:

  • Bachelors / 8 years

Desired Skills:

  • Possession of a recognized certifications, such as Project Management Professional (PMP), Certified ScrumMaster (CSM), Certified Scrum Product Owner (CSPO), or DAU Engineering.
  • Advanced experience with implementing digital engineering in a government product/program office.
  • Advanced experience with Government Architecture Frameworks (e.g., EAF, FAF, GRA)
  • Experience with development and implementation of digital threads
  • Strong understanding of the DoD T&E community
  • Experience working as an Agile Scrum Product Owner or similar role.
  • Experience with user story development
  • Demonstrated track record of successfully delivering complex projects.
  • Proficiency in identifying, assessing, and managing risks associated with program delivery.
  • Experience maintaining a product backlog in Azure DevOps, GitLab, or JIRA
  • A willingness to learn new tools and adapt processes to fit product and stakeholder needs.
  • Strong understanding of agile principles and methodologies (e.g., Scrum, Kanban).
  • Excellent communication and interpersonal skills, with the ability to effectively collaborate with cross-functional teams and stakeholders.
  • Skill in managing relationships with various stakeholders, including customers, end-users, executives, and development teams.
  • Demonstrated ability to prioritize tasks and manage multiple initiatives simultaneously.
  • Experience with agile project management tools (e.g., Azure DevOps) is preferred.
  • Focus on understanding and meeting the needs of the end-users.
  • Analytical mindset to gather and analyze data, make data-driven decisions, and measure the success of the product.
  • Located in the Huntsville, AL area or willing to relocate.
  • Ability to obtain a Secret clearance.
